At the very core an Azure Region is a set of Data Centres that are connected through a dedicated low-latency network. Here in the image you can see an Azure region with connected data centres. There is a related concept of Azure availability zone.

Azure regions are geographic locations where Microsoft Azure operates datacenters. They provide organizations with the flexibility to deploy their resources in specific regions for performance optimization, compliance, and availability purposes.

A region is a set of data centers deployed within a latency-defined perimeter and connected through a dedicated regional low-latency network. With more global regions than any other cloud provider, Azure gives customers the flexibility to deploy applications where they need to.
